I don’t want to pee on your chips, but I can’t see the dog restraint (cage, harness etc).

Your wife might find herself being stopped and fined if she’s going to or through France.

She is not going through France.
It is still a good idea to have your dog secured in the car. In the event of an accident a dog weighing what 20kilos plus crashing into the back of someone's head could end up very badly and not just for the dog.
