Deter Birds from Car Park

I was round at my mates, who lives in a flat, the other day and noticed in the middle of the residents car park there was half a steak pie and a handful of roasted potatoes. Turns out it's an upstairs neighbour who throws food out into the car park for the birds, which doesn't really seem to be a problem for anyone.
What does seem to be a problem is that it's not scraps this guy is throwing out, it's full steaks, left over take-away, pies and generally large things. The birds are trying to take too much in one go and the food is falling onto the cars as they fly away. Apparently it's been mentioned to the upstairs neighbour before, but he doesn't seem to be too bothered.
My mate goes out and moves the food into the bin when he sees it, but I thought it might be a better solution to find some way of deterring the birds from coming down to get the food. Does anyone know of any type of device or product that might do this?

I think the obvious thing to do is to stop the guy from feeding them. He's probably also attracting cats, rats and god knows what else. It's really not on throwing food around.
Wait for him to throw the food out, then throw it back through his window.
I'd suggest hammering sausages in to his lawn, but it's probably only adding to the problem.

Surely phoning the council is the way to go? If he's been asked to stop and refuses and is chucking out such large ammounts as you say, it's got to be a litter/clean enviroment issue.
On a side note though, is the guy mental? Sounds like the sort of guy that has someone tied up in his flat...

You can place rubber toy snakes on the ground around the area that you park your car. Make sure they are in plain view. Even if they are colourful snakes, they will work.
Birds are obviously afraid of what they think will eat them. This works very effectively if you park under trees or power-lines/wires where birds like to hang out. Perhaps you can find these in a toy store or a novelty gift store.
You can also place a fake plastic owl in the vicinity of where you park your car. Real owls will eat other birds. Many birds are afraid of owls.
Many birds, not all birds, are also afraid of lady bugs. The reason being is that lady bugs look like poisonous berries to birds. Lady bugs are actually very good for a garden. Decorative lady bugs are also a deterrent for some birds.
