Looks a bit of a cowboy to me. You never wallop just the inner race of a bearing... You can damage the race or balls.

What is it that is being assembled here? Some sort of torque converter?

It's on an electric motor, if I remember correctly (I saw the original of this) it's some kind of gearbox.

Weird looking thing, it's got the look of some kind of clutch but I don't recognise the mechanism used.

You do if you are putting it on a shaft. (likewise if inserting in a housing you just wallop/press the outer race)

Surely you just use a hollow tool. As I say, you can peen the race / flat the bearing / crack it / if you whack one of the races too hard. Your bearing is then knackered, or at best you've taken a huge amount of life out of it.

All of the bearing press tools I've used have been sized to push both inner and outer races equally.

If the fit is so tight you have to hit it hard enough to peen / crack the inner you have a problem.

If you press ther opposite race the load may go axially though the bearing (balls and raceways) and if high enough can cause damage. Always just press the race that is being fitted.

Looks like a Nabtesco cycloidal gearbox to me:
