In that case the alternative option comes into play, which is that those in the Northamptonshire and Leicestershire police tasked with investigating this were just incompetent.

Not sure that is a lot better.

Because people who do that are fking stupid, there are plenty of reports of people in very obvious cars, doing stupid things that draw attention to themselves, who aren't insured or taxed.

Eggsactly. These people are so desperate for attention and validation that they will do things we consider to be stupid. The driver wanted to show his nice looking car, with a Japanese Police twist, that many at car show enthusiasts would find interesting, and the lack/cost of insurance was less of a barrier than being cool at Santa Pod.

Agreed, I don't really see Japanese Police Car Guy as a walt. No-one would confuse it with a genuine UK police car, and he doesn't seem to have set out with the intention to act like a police officer either. However, he does have (and was using) illegal red flashy lights on it, and is driving around with no insurance. He's just a twit, not a walt.

4x4 Response out in force today at the Chiltern Hills Classic Car Rally, lots of hi-vis waiting to be called to help someone. The only flaw being the warm weather and a complete bone dry grass field with no mud whatsoever.
