Explains why it doesn’t show up on the gov.uk database. There are things that “they” don’t want plebs like me to know.

The 'X' means it's not a diplomat, but is a member of either non-diplomatic or Consulate staff. If it's a bona fide Diplomat's car it will have a 'D' where the 'X' is on that plate.

The '907' identifier belongs to the International Maritime Organisation (a UN agency... https://en.wikipedia.org/wiki/International_Mariti... ). There are 'X' plates for everything from international cocoa growers organisations to satellite agencies via whaling, fisheries, banking and medicines. All in the '900' range.
