I don't get the pic itself. But it's well known that USB-A ports have 3 states - the initial quantum state that doesn't fit in the socket so you have to rotate it, then the Up state where it doesn't fit in the socket and so you have to rotate it, and then the Down state where it actually fits.

So maybe it's something to do with that. Or maybe it is a pop culture reference that I don't know

edit: Sorry to be nerdy but whoever created the pic is an idiot, because they may have removed the USB logo in the middle pane to try to indicate rotating the plug but the plug isn't actually rotated if you look at it
