Which service is it? I work for South Central and they are always recruiting for emergency care assistants, I know this is not what she wants to do but it will give her an insight into the job, give her a wage and she could either reapply next year or stay in the service a couple if years and they would then fund the course. The current issues in all Universities is that they have an fixed allocation of places. If they exceed that they can (and are) fined/lose grant fees. Whilst they may have physical space for students, once the allocation has gone, they have to pay from tehir reserves or other funds. Clearly in this case, from the info available, it would be appropriate for them to do so, but the approval to accept the fine/cost increase would not sit with the course owner, but with the head of faculty/school or the central registrar.

I don't understand how a Uni can log on to there UCAS system give a person an Unconditional offer and then have no record of it whatsoever. It is baffling but it is an issue that the Uni will have to deal with. To be honest I am just relieved that she is still able to carry on like planned rather than wasting another year she would rather not!![rolleyes](/inc/images/rolleyes.gif)
Without wishing to stand up for the Uni or UCAS the recession has meant lots of people going back to education, according to the BBC reports on A level results day the number of applicants outstripped supply of places. So a few cock ups are bound to happen, it is fortunate that it has been possible to resolve it.

In my previous life I built a student record system for a major UK University, most of the admin staff using it seemed good in my opinion. The problem was that there was not enough staff to deal with the student enquiries, and thus it was heavily supported by temporary staff (mainly just graduated students). It did mean that continuity was hard, and whatever Kelly's sent was who you had to deal with.![rolleyes](/inc/images/rolleyes.gif)
Just the nature of a non-profit organisation supported by government grants, whose funding is purely down to the research rating the academics can get and the amount of students filling the quota on courses.
UCAS royally messed up for me too a few years ago. I got a place on one course but then changed my mind and applied the next year for another course, they forgot to delete my old offer and therefore didn't send my applications to the medical schools I'd applied for. Luckily one of the medical schools believed my story ( as UCAS refused to send me a letter admitting their mistake) and offered me an interview. The other 3 I'd applied to simply said they wouldn't accept 'late' applications, and as mine was late due to UCAS' incompetence, I've ended up in my last place uni 300 miles from anywhere. Oh well, it's nice here anyway.
