There is a cult classic film, Wargames.
A computer plays out nuclear war scenarios, it compares modern warfare to noughts and crosses and declares the potential of nuclear war as useless as no one can win.
The film is summarized by the computer making a speech which is more or less exactly the same as your original post.

It's a social experiment to prove how easily lead and feeble minded huge swathes of the population are. But why on earth would you play such a stupid game?
