IIRC, an EMP would kill everything that had power running through it at the time. Your watch would be dead, everything left on standby would be dead, virtually all electronic items would have been wiped out. I can't explian what happened, but it's pretty odd.

A mere coincidence, perhaps? You know - the odds aren't that long. The cars cruising to a suspicious halt... they weren't right by a set of traffic lights, were they? The mobile turing off... had you noticed any "10% battery remaining" messages in the past few hours?
I work in an EMC lab (see wikipedia. It explains it better than I can) and although I do not work specifically on car components I work on a lot of defence and aerospace items and all safety critical items must withstand an Nuclear-EMP pulse (well, lots of different ones actually) without failure, as well as Lightning-EMP. I don't know if car systems would be tested for N-EMP but I can pretty much guarantee they will be tested for L-EMP. I would imagine a car turning off is a safety critical situation as all of a sudden you have loss of servo assistance therefore significant less control of the vehicle. Things like radios are not safety critical but the operation of the engine and controls are...
I don't know what caused it though it does sound like an EMC issue...
Gaddafi got the E-Bomb I wonder and decided to mess with Folkestone?
