Any such system relies on people to respect it, by and large, people will.
Australia has had water restrictions for the better part of a decade, AFAIK very little policing happens as very little policing is needed. You certainly can be fined there, but I've never even heard of such a thing.

Often the first letter of a post is omitted. If a post has any BBcode tags in it I've noticed people really struggle and end up with them stuck in all sorts of places.
I've never seen any forum on the internet where people are so bad at quoting as PH though. I know a lot of that is modern forums having a more user-friendly interface but I'm recalling my experiences on other forums that are set in 2005 (though these were set in 2005 while it actually was 2005).

I did consider that, and I had written another line about how the kind of people that would respect the ban are the kind of people who don't need to be told in the first place. But then I thought that perhaps the person who mentioned earlier on about using hardly any water and not necessarily sticking to a hosepipe ban (whose name I can't now see, because PH doesn't show recent posts when adding a new one) might think it was aimed at them, which it wasn't, so I deleted it. If everyone was a reasonable as they should be, things would work so much better and things like hosepipe bans wouldn't be necessary. I spent a couple of days at Llangollen recently for the classic transport weekend, and it was amazing how many people I overheard moaning because the railway weren't running steam trains, despite the many, many signs up explaining that it was due to the risk of lineside fires. Sure, it's disappointing, but not as disappointing as the entire valley going up in smoke.

Am I misreading this? Are you saying car insurance isn't compulsory? What happens if you crash into someone and they die? You could leave a family with no dad and no income. I think third party cover is provided as a part of your 'road tax'.Many years ago, I had a young Australian colleague and he was driving quite a nice car, and we all asked him how he could afford to insure it, and he replied "No worries... I'm driving it on the plate". And when we all gave him blank looks, and asked him to clarify, he explained how it worked in Australia and he had rather a shock when we told him that we had no such thing here in the UK and that he was driving around uninsured, which is illegal.

He got some insurance quotes, swore rather a lot, and then immediately traded the car in for something cheaper to insure.
(Edit: "Driving on the plate" comes from the fact that when you renew your Road Tax in Australia, you get a new number plate to show it has been paid, rather than a disc of paper in the windscreen like we used to have)

The "first letter missing" issue has been around for a while, and nobody has ever been able to consistently reproduce it, so it's never been able to be fixed. Not that the forum software appears to be actively in development currently so even if it could be consistently reproduced it wouldn't get fixed. Often the first letter of a post is omitted.
