Clearly the building has been refurbished in some way and there used to be some sort of walkway there. Not sure why you would need a handrail on level ground against a wall though? No idea how they managed to find the same tiles when they did it later though.

Probably right about the floor but are the tiles some sort of mural depicting a city skyline with all it's skyscrapers?

Ah yes. It looks like there is one that is a raised red border of some sorts. Maybe that went all the way along? If it did they did a good job of taking it off and replacing it without damaging all the tiles around it.

Do like Larson.

Shouldn’t the convention be that single figure numbers are written as words but 10 and above are digits? Although in this case I think it would be better if they were all written as digits rather than just some of the single figure numbers.
