According to this:

You'll need about 50 baloons.
Not a prohibitive amount....

How will the descent time be measured? Time taken from being dropped to hitting the ground?

If so:

1: Tie Pudsey to a bit of rope three feet shorter than the height of the balcony.
2: Fling Pudsey over the balcony.
4: Go home for the weekend.
5: Come in on Monday morning and cut the rope.
Don't forget to tie the other end of the rope to the top of the balcony, otherwise this might not work.
Also I must mention that you should NOT do this if the bear they're throwing is the brown one.
It might be seen slightly differently.

Don't know how much difference it makes, but a rubber balloon as shown there has the helium under pressure (to expand the balloon) thus making teh helium more dense/heavier, so if you use a tinfoil type balloon the gas isn't under pressure so is less dense/lighter so willlift more teddies per balloon!

Having considered that, I think the rules need to be clarified;you couldput emouh balloons for it to go up to the roof then gradually descend over the next week!

Restricing entrants to parachutes or similar would make it more even smile

How about a hang glider, set the rudder to make it spiral, turn the radiators on downstairs, open the upstairs windows to get some convection going.....

You should re-invent this game, and see how big a dent in the floor you can make with pudsey. Tie a few bricks to his ears, or cement his feet.

Try several pounds of lead strapped to his neck. That should slow him up a bit.

You could just throw it as high in the air as you can - might earn you some valuable seconds biggrin

and I'm also up against a bunch of engineer/rocket scientists. We 'drop him off' on Friday morning so have until then to come up with something.

Have also thought of using a kiddies umbrella with some kind of make shift harness.

Would it be any slower to concentrate on moving the floor upwards rather than the bear downwards? Is the building in question on any convergent boundaries that could help create a mountain range over time?

If by "any slower" you mean "retarded" then yes.

You want to be moving the floor downwards at a greater rate than the falling bear. Well i say fall, sounds more like he's gonna be pushed.

Bit like the whole Rod Hull and Emu situation in reverse.

Thinking through it again that did sound slightly retarded, I failed to mention that my plan involved the floor moving upwards but the bear being static - moving it downwards would make more sense.
