2: Fling Pudsey over the balcony.

Don't know how much difference it makes, but a rubber balloon as shown there has the helium under pressure (to expand the balloon) thus making teh helium more dense/heavier, so if you use a tinfoil type balloon the gas isn't under pressure so is less dense/lighter so willlift more teddies per balloon!http://www.cockeyed.com/science/helium/helium.shtm...

Having considered that, I think the rules need to be clarified;you couldput emouh balloons for it to go up to the roof then gradually descend over the next week!
Restricing entrants to parachutes or similar would make it more even
How about a hang glider, set the rudder to make it spiral, turn the radiators on downstairs, open the upstairs windows to get some convection going.....
