Well I can't be 100% sure but i'd always assumed it's the same reason everything costs £9.99, £99.99, £999.99 etc.
It's as close to the next number up while still sounding like the next number down to retards.

Part of the theory for the reason things are priced at £9.99 etc. is that is it creates a need for sales assistants to use the till to source change, if everything was £10 it would be a lot easier to not enter the sale and pocket the cash.

Whilst this is true, it's an added consequence of the primary reason; that being to require a cashier to hand change to a customer requiring the till to register the sale and thus minimising staff from pilfering the cash.

Fair enough, so the next time I go into the esso, I'll put in exactly 5 litres, hand over £6.10 and expect my .5p change!
My point is that they are selling it in a currency multiple that doesn't exist, 121.9 p.

The number 9 has a strange, particular psychological effect.

Not only does £7.99 sell better than £8.00, as you would expect, but weirdly it also sells better than £7.88. All other things being equal.

Odd.
