This is about being a bit council. Like calling your child Brooklyn, that's a bit council. Or eating Fray Bentos pies whilst living in a caravan whilst at uni because too council to get into halls. Or any Audi below a 2.0.It means you live in a council house.

Stupidly high heels, council? Or are they forgivable stripper wear? There was a lass in town today tottering along on the most ridiculous things, must have been 6" heels. Accessorised with perma tan and massive dolphin trainer earrings. The heels were similar to those the lass below is wearing (generic internet image).
