Back in the 70's our company rulebook required Gentlemen to wear "Suits, shirt, collar and tie and conventional footwear" while ladies could wear "suitable office dress". When the Sex Discrimination Act came into force this of course had to be the same for all staff, ie "suitable office dress"..

Same period, gentlemen in our office were allowed to remove their jackets in hot weather. But not if they were wearing a three piece suit, unless they also removed the waistcoat, because the manager decreed that 'it made the place look like a pool room'. I know a chap who regularly wears a mini skirt in summer, first time I saw him I asked where he bought it from, he said Next, I thought there'd be a specialist men skirt shop.
Saw him this summer at a weekend cycle race meet where we'd camped over, he offered a cup of coffee in the morning, and promptly squatted in front of his camping stove skirt open and his tackle out, he wasn't bothered, I was!
I still would wear one though, but with underwear, I couldn't stand the humiliation of being laughed at , although I have worn a kilt on a few occasions nae knickers, but they're long enough to cover all as long as you don't fall over on yer back.

Why would anyone willingly wear a skirt. Trousers are far more sensible. No idea why women use them. I have some idea why the scots use them because they are pushing hard for a separate identity and that's the best they can come up with.
The only reason I would wear a skirt would be some daft ceremony where it meant more to the people in charge of the ceremony than it did to me.
For any other occasion I couldn't think of a single reasons to drape a bit of material around my waist that gave no protection to the elements and would flap about everywhere getting caught in things and general making me look like one of the attention economy wannabes.

I had an employee, typical rugby player build, two metres tall, he turned up for work in my Ormskirk office in the tiniest pair of pale pink and shiny hot pants, in terms of size, smaller and tighter than any boxers that I have worn.
When asked why, his answer was that it was a hot day.
What he wore was up to him, skirt or hot pants, Bermuda shorts, plus fours, tartan golf trousers etc.

Most of us make a skirt when we wrap a towel around our waist after a shower at home or the gym etc...we wear dressing "gowns" as well without a second thought, I'm not adverse to choosing a women's out door jacket if the sizing is better, often they are more nipped in at the waist and I sometimes find men's jackets that fit me across the shoulders/back billow out across the waist.
But no I wouldn't wear a skirt or dress as I look better in trousers.
