Yes, they are. They are exactly the same size as the CO2 canisters that you use in air pistols and also in soda siphons, which makes disposing of the empty CO2 canisters a little embarrassing these days.

As assume this is some kind of "legal" high? there were dozens of canisters in the car park, so they all sit there sucking on a canister? haven't they heard of beer?

I witnessed it on the tube a few years ago. It was during the Notting Hill Carnival and they were all sucking on what looked like kazoos with balloons attached to them. They looked ridiculous. I was a little concerned about one lad who was just breathing it in and out, so not getting any oxygen and getting a build up of carbon dioxide, but i figured that he'd just black out and would resume breathing again when that happened. I didn't want to get into a situation by doing anything until then. But then my stop came and I was happy to get out, as I was feeling very uncomfortable around them.

Outrageous amount get left around the parks and streets in the cities in the summer.

Why are Americans so aggressive ?
I post a lot of stuff worldwide, and occasionally it gets damaged in transit. Most customers simply inform me of the breakage and ask me to send a replacement, and are happy to provide photos so I can submit an insurance claim.
However some customers go straight on the offensive, with threats of negative feedback, cancelling the order, etc. if I don't send them replacements IMMEDIATELY ! This type of customer is invariably American
Maybe it's because USPS seem to be world leaders in damaging packages and I just get more incidences of breakage from US customers...
