Abandoned dogs/Gypsy trick?

Just got back from walking our dog in the fields across the way from where we live.
We normally go all the way down to the end of the field away from the main road however on the way back we saw a couple of dogs in the distance with no owner in sight. Once we reached the dogs it became aparent that they were tied together.
This alerted me that it may be some kind of trick so I didn't stop and walked away as fast as possible to the road. My first thought was that it could be some kind of trick to get me to stop and help the dogs whilst a gypsy jumps out the bush.
I looked back and the dogs managed to untangle themselves, they seemed to be happy (tails wagging) and eventually ran away.
I'm not sure whether to call RSPCA or the council to report a abandoned dog. I didn't stay close to them long enough to see if they wore a coller either.
I did, however see someone run away when i first saw the dogs in the distance thinking it was a jogger, but maybe they tied them up and ran off when they spotted us?

That's one of the funniest things I've read on here What would they do once they jumped out of this bush?
You all scoff, but it happens a lot more than you'd think. A mate's dad's brother's mate was raped by a gypsy after stopping to undo two dogs tied together in the middle of nowhere.
It sounds crazy so who is going to report it? You'd look like a lunatic if you came up with a story like that!
