My assumption is that most teenage mothers don't really wish to be. May be a big flaw there.

I don't know about over there, but here they aspire to have welfare families. They do it on purpose because that's what their momma did, and their grandmomma did.

No birth control is perfect and it is extremely expensive. I know most pills and patches run in the 40-60 dollar range here in the states and are generally not covered by insurance.

Here in the states, you get knocked up you get welfare, medicaid, food stamps, WIC, financial aid for college, social housing.

I was in my young 20's, single, making minimum wage, eating with change found in couches, going to nursing school. You know what I qualified for? NOTHING.

I think if you have two kids before 17 you need to have your ovaries removed. Same for a guy. If he's a "babiez daddy" for 2 kids before 17 he needs the snip.

As far as implants for 14 year olds go.. I've seen pregnant middle schoolers (11-13).

Much of the teenage pregnancy work spurred on by targets and funding was based on the assumption that the pregnancies were Friday-night 'accidents'. No one actually asked the young mums. So as has already been stated, a sizable proportion are conscious decisions, for various reasons. For example, on some estates, where there is a dominant or powerful family with a few sons, you can see a big rise in pregnancies because of the perceived protection and status.

A subject that annoys me frequently, I like your idea but I would make it 21 minimum, let their parents house them, they might be less inclined to get pregnant then.
In addition I would not increase the benefits payment to anyone currently on benefits if they have another child, I would have it adopted or at least fostered until such time as the parent(s) can support it.

Don't think so. My landlord was a HGV driver on the dust for a few years (left about 3 years ago).

He was lucky to see £800 a week after tax. The loaders got paid about 3/4 of that. They were always short staffed, and temps lasted under a week.

You think the pikey underclass are going to take a job paying £10k, where you have to be up at 5am, do some hard work, and smell like st at the end of the day?

There was a case of a road sweeper on £50k a few months ago, because he was taking on all sorts of on-call duties iirc, but he was found to be on an old contract and that was reduced fairly quickly once the media found out.
