But I have several single friends and it is the done thing to request blood work as it were from prospective partners. I think anyone that refuses or even finds this strange needs their head testing. The dangers are very real and it's simply not worth taking the risk.
OP - You did the right thing - tragically the company your lady friend keeps are pretty naive.

Like the OP I came back on to the 'dating' culture last year aged 49 (widowhood in my case), and also I remember John Hurt's "dont die of ignorance" adverts from the early 1980s!
I went to the GUM clinic after a particularly salacious phase, just for a check up. I got chatting to the nurse (failed to get her to go out on a date with me ) and she told me that it is now 'normal' for youngsters to go get tests every three - six months when they are sleeping around (protected sex), and then if a relationship becomes more serious, the couple come in and get tested together, sharing the results. Assuming both are all clear, at that point they stop using protection (other than birth control).
Certainly my new lady (of ten months) had no problem with the idea of getting tested with me. Personally, I'd be quite worried if someone refused on the basis of being 'offended'...why wouldnt you want to know you and your partner are ok?
As aside, when I was having a series of ONS I used the ask if they'd play 'bareback', if they answered yes, I ran for the hills!!

I live in the US now so things are very different. We have one of the highest rates of std's amongst teenagers for a start which is worrying and their casual regard to safe sex, thinking it's just to avoid pregnancy mean that std's are very, very common.
Sorry if this comes across as anti-American, but why does it not surprise me that a country claiming high public morals (restricting open education about STDs and sex in general because "youngsters should be 'saving' themselves) is actually now suffering such problems.I'm well aware of faux-correlation, but (iirc) the two European countries with the lowest STD and teenage pregnancy rates are the Netherlands and Norway...just remind me, what are their attitudes to sex and sex education?!!
