Aspas hardly played a game so he's difficult assess. As has been discussed here the system being used has a huge impact on the type of player required. Aspas had decent stats in La Liga before he came over. It was one of those weird signings who comes in and is never heard of.
Moreno on the other hand is tried and tested and proven to be a game changer - in a very negative sense. Clearly the transfer committee were busy focusing on addressing other issues, and trusted Robbo, so another Left Back wasn't brought in. We might have got a few million for him with a year left but I suppose it's better the devil you know. I won't be sad to see him go.

During 1982-83, he also spent time at Canadian club Vancouver Whitecaps and Manchester United, although his period at United was unsuccessful, making only one single appearance in a League Cup tie, and otherwise failing to break into the first team.

Moreno I think could be decent elsewhere. He's great running etc. The issue is he just wants to go forward too much for a defender, so he leaves gaps at the back, or tries to tackle someone and attack straight away. If he misses then he takes himself out of the game. So in a slow league it is less of an issue as he can use his speed to get back. Or if he's played in midfield then he has a defence to cover him when he pushes on too much. The issue was he was a defender for a club that needs top people. Poorer teams where mistakes happen anyway, a weaker league or a move to midfield may result in his strengths showing and his weaknesses covered.Moreno on the other hand is tried and tested and proven to be a game changer - in a very negative sense.
