I'd give referees their brains back and allow them to use common sense (not officiate to the Sepp Blatter law).
I'd also bring in salary caps. £5,000 a week max. If clubs want to pay ludicrous wages, fine, but they should be paid through incentives - Appearances, goals scored, clean sheets etc. Apparently, Winston Bogarde played 11 times for Chelsea in 4yrs and was picking up £40k a week!

Yellow card for touching the ref/swearing at the ref & intimidating the ref
Ban camera technology being used to show refs up on decisions e.g. offsides, red card incidents (take football back to basics)
insist that all managers have to give interviews to all TV companies and fine those who do not

No stoppages for injuries. Like in rugby, let the physio on to treat the player while the game goes ahead around them. While they're down injured they can't take part in the game, so no getting up quickly to make a tackle or anything like that. When they've been treated, they then have to leave the field before the ref allows them back on.
Wait and see how few injuries there would be if this were implemented.
Also, greater punishments for dissent and unsporting conduct. Bad behaviour at the top filters down and it doesn't take much to get kids copying it in their games so stuff like shirt pulling, backchatting the ref, timewasting and other niggly petty stuff that just winds people up should be clamped down on more severely.
