I'm sorry, but saying where is his hand supposed to go is not on in this instance. He moved his hand towards the ball, controlled it then tapped home. If a defender handballs in the box, it's a red card and a penalty. If a striker does the same thing and the ref sees it, it's a yellow card. Something not right there. Deliberate handball in the box by defenders or attackers needs to be red cards.

Sad as it sounds, they are professional footballers who play to the whistle, hundreds of players "cheat" every game, by not declaring the ball hit them for a Corner/throw in, ball crossing line /not crossing the line/ pulling shirts in the penalty area, being slightly offside, wrapping arms around people etc etc etc.
Any footballer who told the ref every time they did somthing outside the rules the game would barely get played! Of course no one wants to see it, but it goes on & Suarez handling is no different to a defender holding onto someone in the box.
