Going back to the core problem, if it really is cash/cashflow interfering with the supply of raw materials - is there any reason the team couldn't bring on a materials supplier (or a couple) as sponsors in return for a supply of materials on an 'as required' basis and preferential lead times etc? There is space on the car for more sponsors and I could see it having some appeal to such suppliers. Or would that be a conflict because they no doubt supply multiple teams?

Cashflow is not the issue with the upgrades.
Claire has done her difficult job remarkably well over the last few years giving the team a proper budget to go racing, that is also the case this year.
The technical team have let her and themselves down in the past but the restructuring is paying dividends, its good to see them validating upgrades that actually work on track and looking to bring them to both cars.
If they crashed and broke the upgrades they'd revert to older spec to go racing if they didn't have enough new parts so the issue of parts availability is red herring as far as the above conversation goes.

It's normal for teams to only have one set of upgraded parts. I thought Williams did much better this weekend and were deservedly in the midfield battle on pace.
They looked quite competitive again in qualifying, but I was expecting them not be able to match that in the race as had been the case previously and the team themselves had said in Austria that their race pace isn't as good as qualifying. However, both cars were competitive and George made a few overtakes, was able to close gaps to those in front to make further overtakes when necessary and was close enough to benefit from some of the late misfortune to others. Even Latifi beat Grosjean and Kimi on merit.
I'm confident they'll get points this season.

They have definitely improved - but I feel that one significant contribution to their move up the grid has been the poor performance of the Ferrari power unit this year, which has provided Williams with a handy opportunity to leapfrog the Alfa and Haas cars. The Williams team have managed build a faster 2020 car than last year's - well, it couldn't have been any worse. Given their PU, the cars are still woefully slow.
Toto manages Russell. Russell was regarded as the best of the 2019 newcomers. Why is he tied to Williams for 2021 too? Surely somebody from another team would want him next year.
I expected him to replace Bottas next season.
Has Toto got plans for him? I'd hate Russell to miss the bus, like others before him.

That's what they said at he start of 2019 too.......Like it or not Claire's structural and technical reorganisation is paying dividends along with a decent racing budget she has cobbled together. She is indeed a chip off the old block , its a shame there isn't a Head junior to carry on with her too.
If they can make sure they don't cock up the regulation changes they should be a solid midfield team at worst
