They didn't say the rules were followed they said they weren't "The race director called the safety car back into the pit lane without it having completed an additional lap as required by the Formula 1 Sporting Regulations"
If he didn't do what was required, how did they say he followed the rules.
The executive summary (Not the full report) specifically said "The sole purpose of this report is to draw any lessons from this situation and clarity to be provided to the participants, media, and fans about the current regulations to preserve the competitive nature of our sport while ensuring the safety of the drivers and officials" so it wouldn't conclude the rules were not followed.

It’s not remotely nonsense as all I’m repeating is what has happened (none of it is opinion). If you think what the FIA has done is nonsense then fair enough. It’s hardly my fault is it.
It is absolutely nonsense.What you cannot seem to accept is that the FIA is obviously not ever going to admit that Masi broke the rules, for whatever reason he did, and the stewards also backed him up to prevent a crisis. It does not mean that no rules were broken or 'mis-interpreted'. As others have pointed out, for the FIA to admit wrong-doing would be an international can of worms that could give rise to all sorts of legal actions. Lewis and Mercedes are sensible enough to see that to do so would not be in the interests of F1 and are happy to let it rest, as are most of us. The fact that Masi has been removed from his role and the rules 'clarified' is absolute proof that the FIA knows he messed up and are dealing with it. If he had done no wrong he would still be in the RD position and the rules would not have needed 'clarification'.
It is also a simple fact that Max did pass Lewis under the safety car, even though he allowed him back in front again. That was a clear infringement of the rules that was not penalised as it should have been.
This is my final post on this matter because I believe you are only posting your nonsense to gain attention.

It’s like Boris not breaking any covid party rules as ruled by a Conservative party committee, and saying that it means the parties were legal and the covid rules just would need clarification due to the wording on if it was a work event or party. They’d never say he broke the rules explicitly, but they say the rules were not followed either - for reason x.
As for Masi being the victim due to being put into an impossible situation - rubbish. All he needed to do was follow the rules as written and not make up a new interpretation. He’d even stated the rules a season before. It’s all on him. The arguments were made post-race - Masi did not look at the rules during the safety car and decide that it could be read in a different way. He just made up something he thought might work. That’s not the FIA pushing him into a hard place.

Thing is though… before Latifi crash, CH had already accepted the race and Max’s championship was lost. Had Masi stuck to the rules, which we know he knew, the final laps would have played as per those rules. Lewis would be champion and Horner, well he wouldn’t have had much to moaned about as the rules were followed. The dust would’ve settle a lot sooner.
It’s just occurred to me… if Masi hadn’t messed up he’d still be in position now. Max wouldn’t be champion*, we wouldn’t have new race directors and clarified rules.
Masi would still be presiding of inconsistent application of the rules and controversies. Hopefully change for the better has come from what he did.
After several months for the dust to settle Masi is back in various super motoracing roles.
This is what I expect from Boris as he ducks low over the next 2 years and suddenly becomes favourite to lead the shambles of a tory party again.

Motor racing is a small world, as is politics to a degree, so denying him access to his source of income isn't appropriate, as far as I'm concerned. He wasn't the only problem, he was just the one under the spotlight: which isn't saying he didn't make some massive errors, just that those who didn't spot & fix the problem earlier are just as responsible, but took no punishment. They even facilitated the problem for clicks & likes, I suspect.
