Imagine if we had them in 2014. Merc 1-2-3 at the vast majority of races.That means Williams, Red Bull wouldn't have scored as many points.

Marussia would have none.
Money for 2015 is directly linked to WCC rankings in 2014.
So, no podiums for Bottas, no race wins for Ricciardo etc.

They just need to redefine customer cars. The tubs cost too much to make. Points for parts: Engine, gearbox, suspension, tub, wings, aero. Allocate points (much as the DVLA do to decide on Q-plate qualification) for different parts, you have to meet the minimum points for original parts on the car.
This would let the teams spend their money on the area they can make a difference with. I don't see why the carbon tub is considered uniquely sacrosanct.

So imagine Merc selling the W05 to Force India, then Force India beating them in their own car.

The teams would sell last years car with whatever mods that would make it legal. As I understand it when teams sell the components (gearbox, suspension etc) this is what they do.
