The theories I've read say that you can reduce the lag by using a narrower pipe between the turbo and manifold to increase the speed of the airflow. Whether it actually works in practice is a different matter. Rear-mounted turbos are a popular mod among American drag racers though, lag isn't really an issue there and the reduction of engine bay temperature helps too.
