Isn't that Lloyd's old plate off his white classic 911 cab? Can't remember what he used to post as on here but a Leeds lad who used to contribute to many threads. Saw him a few times in the car on St Pauls Street.

Seen this one around me a few times, often early in the morning. Old white male at the wheel, no-one in the back. Can't work out if it's the ambassador himself, or the driver on the way to pick him/her up.
