I have no idea what it is supposed to read either.

No, it's a tarted up Mercedes X pick-up thing parked in a disabled bay outside a couple of shops here:

I have seen it a couple of times now, therefore will pay more attention to what it actually is when I spot it next, because it's truly crap. Supposing it was in a hit and run, the average member of the public wouldn't stand a chance in recalling the plate if a few car geeks on the internet are stumped.
