That's a complete MGB GT shell for restoration. The car can in theory go back on the road or someone less honest could place the identity on to a stolen car. One of those grey areas I'm afraid. Again with Heritage re-shells I feel they should be tested and registered as new builds. For all intents and purposes they are new car's built with old parts or replacement new parts as well. In my opinion Heritage shells should be date stamped when they are made and cars built using Heritage shells "Q" registered after a full SVA assessment.
As for buying a non-bent car to replace the shell of an rolled rally car the re-build should retain the identity of the donor shell and not be changed to the identity of the rally car. The rally car is the parts donor for the shell. This would reduce the value the car (especially if the rally car is well known) but it would be the honest thing to do.
The number of 1600E Cortinas that are registered as Lotus's because they have the running gear from a written off or rusted Lotus Cortina is ridiculous. There's been one for sale near me for over a year because it has all the Lotus running gear from a 1967 car but it's obviously a 1970 1600E shell. The chap bought the car in good faith. Now he wants £10,000 for it he's come unstuck and the people who sold it to him have long since disappeared. There's no way of knowing the origins of the 1600E shell (if he were to start digging and the car turns out to be stolen he could have it taken away from him) and the car certainly shouldn't be registered as a Lotus or on a 67 plate. No that he knows this he can no longer sell the car as a genuine Lotus Cortina either and as soon as he tells any potential buyers the price drops quicker than shares in an Irish bank. It's a real shame because it's a lovely car and in pretty good condition but alas it's a 1600E with Lotus running gear and only worth between £3,000-£5,000.
Putting the running gear from a classic car into a different (wrong) shell isn't a victimless crime and is bad as ringing if not worse than ringing in my book.
The 72 MGB GT shell mentioned above. I've seen several MG B's that have rubber bumper engine's and running gear in pre-72 shells because the owners are fed up of renting the log book from the DVLA and chrome bumper models (pre-74) are worth up to twice as much in the same condition. All with the correct pre-72 log books, VIN and number plates but the engine change recorded/declared and nothing more. Sometimes even the engine number plate had been removed and replaced with the chrome bumper one. Some of these car's are unfit for purpose and shouldn't be on the road let alone demanding a premium price.
Be careful out there.
