It wasn't properly governed until the early 90's, around the time of the Toyota turbo scandal (1995?). Indeed, there was some funny business going on in rallying at the time. There was some suggestion that the FIA was aware that cars were running well above their quoted 300bhp (reports of Lancia Delta Integrales and Escort Cosworths doing nearly 400bhp were common). But once again, it was Toyota who looked suspicious at times. Now the Celica GT4 ST205's complex butterfly clip turbo cheat was very clever, but in the previous generation of Celica they had been accused of using rocket fuel! To be fair, that Celica really was shifting when the allegation was made.Cracking video review by the way PH, enjoyed it!

What a brilliant video. The RS200 is my all time favourite and has been since I was 10 years old. Funnily enough, that was when it released. I experienced a passenger ride in one, round Knockhill with Jimmy McRae driving, when I was 11 years old. It was by far the quickest thing I've been in, and even now I remember it clearly.
