The OP says its a 2002 Tdci, which the F-super can do most except read injector codes, it takes the codes OK, just doesnt read them back, but it reads and clears DTC's (error codes)
for £80 the better Fordiag can be had

Mr Muscle will clear out a VGT in 20 minutes.....once you modify the turbo housing

I have just had this on my Mondeo - its a 56 plate but exactly the same complaint.
took it to a diesel specialist who got injector fault codes. they did blow off tests and i ended up needing all 4 injectors refurbished - £600 all in with testing and fitting etc
the guy explained that it was either very dodgy fuel (unlikely) but more likely that a bearing in the injector pump was breaking down and dropping bits of crap into the system and injectors
Now mine if fixed though it pulls perfectly and is like a new car - better MPG too!

A faulty EGR can cause it - it can be blanked for £3 - injectors can be leak-off tested in situ with a DIY kit but the codes need reading, the EGR may not throw up a DTC
it could be a cam or crank sensor (£15 each)

BTW, if it IS a P132Bfined DTC, and you have the electronic (black box) actuator you can part the arm and try the car with the arm "halfway"
check back with the errors (if any)
