I’m far from convinced that any court would see that requirement as a cairn term in a consumer contract.
The average ph er could do it, but probably does not. Plenty of motorists who would struggle for one reason or another.
Perhaps I’m old fashioned, but I would expect a wheel put on by a garage to not fall off after 50 miles or less.
OP sounds like a bad experience. If a main dealer I would certainly look to involve the manufacturer who may or may not be any use at all.
I might also consider a report to trading standards.

I had a clutch done at a national place (it was cheap ok!). I found out when I needed to brake that something was wrong, scared the crap out of me. When I got home I discovered the hub nut was loose. I went to halfords at 7 and got the socket required and fixed it.
Called them the next day, calmly explained. Didn't get a sorry, they just offered to fix it if I drove it there (with the wheel loose...) I declined so complained to head office. Excuse and excuse. So I got a conciliator involved, fought for months and got told I should have taken the car back for inspection.
I never even got a sorry, which is all I wanted. Things happen, people mess up and I'm sure the lad who done it was being overworked and would have regretted it if I asked.
I'd not bother.

I wonder how many people know how to do it properly.I cannot say that I have ever received a notice specifying an exact torque number. But if everyone else on here has been given a specific torque setting, I guess that’s just me being an outlier.
The scariest thing in the story, was that nobody noticed at least four wheel nuts coming loose before the wheel was able to come off. Each of those wheel nuts is a potential smashed windscreen of dent to the cars following.
