You're right, I wouldn't be relaxed about being burgled. But I would not think the burglar's sole objective was breaking the law. His primary objective was being better off when he'd finished the burglary than he was before he started. The number plate corrupter's primary objective is his plate, not law breaking.
Try to find a sense of proportion in your arguments.

But not plates that have been deliberately butchered such that the 'crucial witness' cannot satisfactorily identify the true plate.
