I say third/third/third - white car/black car/road designer.
If you go by the arrows before the roundabout, the leftmost lane is for going left or carrying on straight ahead.
But, as there's no actual lane going straight ahead from L1, you have to move into L2 in order to carry on straight. This is what the white car did, but without indicating and too late, which makes the white car in the wrong.
However, L2 is marked as being straight ahead only, so the black car was also in the wrong for turning out of it.
If you ignore the arrows before the roundabout and just go by the lane markings, then the white car was in the wrong and the black car was in the right.
But really both of them were in the wrong for starting their manoeuvres without ensuring it was safe to do so.
And the authorities are also in the wrong for making such a pigs ear of the road markings.

Strange, because when you drive onto that r-about from the RH most lane you remain in the RH most lane, ergo when you enter from the middle lane (marked on the roadway for Bawtry and M1 South) you continue around in the middle lane until after the second exit (for Rotherham) and the lane then becomes the 1st lane as the LH lane has been phased out due to the lane exiting. The next exit is for Bawtry and after that the exit is for M1 South. Besides, if the LH lane is really for left or straight ahead then they should have hatched off the RH lane of the exit road at that point.
