A V62 is an application for a replacement V5c where the original has been lost, destroyed, not arrived in your name when you've bought a car. As far as the DVLA would be concerned at this point the car still has the original owners cherished registration on it.
Can you also explain what on earth the bit in bold means.

For clarity its not the V62 thats used to do the transfer it's the V317
However the V317 says that if the log book is not present you need a V62.
The log book shouldnt be present as the seller should have sent it off as part of the process of selling the car and given the new supplement to the new keeper.
The new keeper (the buyer) takes the supplement and sends it off with the V62 and the V317, asking to transfer the plate back to the seller
We're seeing in recent threads that the DVLA may be treating the log book as present (even though it's in the name of the seller not the buyer) and accepting the whole package without needing the V62
Is that your experience?
Or have you managed to send off the new keeper slip only with the V317 and so no V62?

Did they mind at all that you were sending in the log book rather than the seller? It may be that as long as the seller makes sure someone sends it in theyre ok

They didn't even flinch, just said do these steps and we will give you a new reg and the seller his private plate back.That's what's been said in recent threads
