Think of the least desirable (read crashed) car possible for 17 year old.
That'll probably have the lowest quotes.
Well obviously not many Ferraris will have been crashed by young folk, but you know what I mean.
Looking about my street just now, there's a Mazda 323, a Freelander, a Mondeo and a Megane Scenic that might fit the bill.
At the opposite end of the spectrum, there's a new Fiesta, some Clios, and a 106 that are likely to be more crashed, so could be seen as more risky by most insurers.
There's no one answer, you'll just have to experiment with different things to find the cheapest.
I didn't really need my own car for the first 4 years of driving, but I was insured on the family hatchback. I had 4 years of Direct Line "Named Driver No Claims" which brought my first premium down a bit at 21. This might also be an avenue if you don't need to be the main driver of a car.
