I see the OP forgot to mention the bit where the Highways England Traffic Officer offered multiple times to tow him off the grass and into the services on a tow rope free of charge?

£192 for a recovery on a motorway isn't that bad. It's quite a lot (especially if you've paid £150 for annual insurance as well) but its not extortionate.

It's just one of those things, like a puncture, an illness, the roof leaking. The social benefit of clearing roads quickly of stranded vehicles is greater than the private cost to the OP.

So I'm afraid I can't get too upset about this.
It's sort of a mixed thing isn't it, obviously if for the good of the general public, or whatever other reasons, the police want it gone, maybe they as part of the state should pay for it?
On the other hand I guess there are laws about motorways and clearways and not causing an obstruction or whatever that we agree to by taking our cars on the public roads.

OP seems like an argumentative twit who doesn’t like being subjected to the same rules as the rest of us. I also commend him on owning the least reliable Landcruiser ever made.. I suppose that’ll be Toyotas fault.

Fact.
That is a blatant lie. I had towing straps in the boot proven and seen by OUR relay that came after ten minutes at Tibshelf Services.
The Police video cam is an extra addition to prove NH hierachy are incapable of telling the truth.
All those who think the ridiculous concept of the smart ALR motorway is OK then take not of those with more perception and who know right from wrong.
