If Ken cared that much he would have banned all ICE from London altogether and only allowed electric cars, trucks, trains, trams and taxis, assuming their chrage came from renewable sources, but he didn't, because he was a communist envy fuelled control freak who would rather implement an easy tax on easy targets that deal with any problems head on. This is not envy based simply making people use sensible cars within London. I would rather drive a low CO2 car in London than ride a bicycle.

London taxis are now the single most common vehicle in the City. Ken made them exempt from the Congestion Charge. And if you check on the official government website you will see that even a brand-new one falls into Emission Band G.
