Some of these are the owners, behind the fence is landscaped gardens they don't want to give up, hence the unused gates to save their spot.

She got out of the car, had a look, and off she trotted, pleased with her efforts.

Yes, the Merc in the adjacent space is slightly over the line...but more to the point, there were other spaces available that she had driven past!
