Each area was given a letter and they started at different times. London (who were given "A") was late off the mark. London first issued an "A" plate in January 1904 when "A1" was issued to Earl Russell.I'm not 100% sure, but I think Glasgow was the first off the mark in December 1903, but I don't think "G1" was their first number. They reserved some numbers for dignitaries.
I'm still waiting for evidence as to the date of issue and the registration number of the first plate issued.

CA 1 was apparently reserved in Sept 1903 by the MP who guided the road traffic act through parliment, originally registered to an 'Iris' motor car. Number issues were not supposed to start until Nov 03 and became legal on 1st Jan 04. Y 1 was aquired by Arther Thring on the 12th Nov 03.
The first transfer of a plate was 3rd March 04 - CR 1. A 1 was allocated in Dec 03.
