Ireland certainly issued plates with I's. I know, I have one.
Two divvy coppers stopped me one day and said that my plate was illegal as it had two letters and five numbers and didn't come up on their computer system. When I pointed out it was an I and showed them the printed tax disc in the window with the full reg shown, they skulked off somewhat sheepishly
It came on the car, doesn't read anything but has a sort of timeless appeal not having anything to tie down the age of the car to joe public.
