'twould appear to be a Vauxhall Calibra what someone has taken a hacksaw to.
There was a (cancelled) GM prototype/project to build a cabrio version of the Calibra, but I think any that currently exist are converted from tin top coupes...

According to DVLA, the one in the photos is a silver, 1996, 2 litre Calibra and the tax shows as expired on Monday last.
