I kind of like the idea behind it, just a shame that it’s badly done.

Could be a bit of a laugh during the summer.

Does removing the A-pillar of a convertible count as changing the body structure and thus require a VOSA examination to get it on the road?

If the convertible has a monocoque construction, and the A-pillar is an integral part of that monocoque then yes.

This would require an IVA, yes.

(Although VOSA haven't existed since 2014, its the DVSA now)

Just seems odd they've used a Chevrolet Monte-carlo front end, unless it's just a Monte-carlo entirely with an insane amount of awful work going on.
