Same as I was thinking & as given in the manual, hence asking if there was any number & letter against the advisory to try & see what the tester was alleging.Now 'dangerous condition' under C&U regs Section 40A of the Road Traffic Act 1988 I could go along with - but that's a matter for BiB.
