This is far from a production car. They removed all aerodynamic downforce aids, stripped the interior, added more horsepower, used a special front bumper and added a laser guided ride height system! It’s no more a production car than this...

It takes time to get upto that speed, although probably tyre's are more a restriction that fuel at that pace. Mind you:

The Bugatti Chiron can consume its entire 100-litre fuel tank in under seven minutes.

The problem that I have with the likes of Hennesey and alike is that their "production car" definition could be summarised as a one off special built for the speed record, which they'll then include into a brochure as being available, and which no one will probably ever buy. Then if someone does buy one, it'll be so bespoke and personalised to the buyer's desires, that it'll fall short of the record braking "mule", and most likely end up in an air conditioned garage somewhere, and rarely (if ever) used.

If Bugatti release a special with matching aero, tyres, and engine power, then that's a million miles closer to a "production car" in my opinion, irrespective of whether a few kg of mass is present in the "real" car.

Horsepower at the appropriate revs is what matters. Engine capacity is irrelevant in itself. Though if you are at low revs at 299MPH a large engine may be producing more power at those revs than a smaller engine which potentially produces more maximum power but at higher revs.
