Can I request the DVLA to make the plate available again? If the car returned to the UK, wouldn't it be reissued with the original registration mark prior to the mark I put on it?
No; they won't re-issue a combination that has previously been issued.

Not sure about OXF 1, however OXR 1 belonged to the late Duke of Edinburgh.

That plate's enormous waste of space and weird GB tag thing is driving me crazy lol

I'd cut it down to fit round the lettering (with the required border/background size, obviously) but I guess something larger on a bike might help inattentive morons spot you at least a whole second before they almost drive into you...
