Perhaps not strictly illegal, but this is never going to see the road again. As for using it for a re-shell, the shell is the only thing there. There are no other parts to use from it.

If you use a Heritage brand new shell (which are available), you can transfer the ID across quite legally.http://www.ebay.co.uk/itm/1972-MGB-GT-BODYSHELL-WI...

Just how can a new shell with new parts be considered an old car because a two by three inch aluminium plate says so is beyond me.

The ruse of registering non compliant Kit Cars by cloning old kit cars is clearly growing. This "Robin Hood" is another actually registered as a Dutton. See http://www.ebay.co.uk/itm/Robin-Hood-/141014722401...
It should clearly have been SVA/IVA'd and by cloning the car as a Dutton all the safety checks have been ignored. I urge buyers of kit cars to be very cautious of correct registration. This is clearly a growing problem. I have been offered and refused such clones and I see this much more than I like. The unsuspecting buyers are simply fooled into buying a vehicle that cannot legally be used on the road. Bad news for all kit car enthusiasts and most of all the buyers who lose out!
