Why hasn't all the Cosworth gear been declared?
Cheap insurance? Stolen parts?
If they can't be arsed to send off a form and pay for a stamp (to see if it'll need an IVA at the very least) what other corners have been cut.
This looks the part but the seller sounds a prat.

1. get a saphire cosworth and chop it up so all that is left is the floor pan and running gear.t.
2. take a rotten fiesta and remove floor pan and running gear and fabricate this on top of your Sierra floorpan and running gear.
3. Call the DVLA and tell them about your new car.
Can anyone spot any problems with this approach?
Basic 1.2 Fiat 500 kitted out to look like a 595 Abarth including an engine change.

Unsurprisingly still down as a 1.2 on the V5 because of the £30 RFL rather than what it would be on an Abarth.

I replaced the engine in my MX-5 and got the snotty letter back from the DVLA demanding an engineer's report. I didn't use an engineer to do it and it has since passed it's mot. It's little surprise people aren't bothering, most conversions are done by enthusiasts who put great care into their cars and are cared for much better than most of the chavvy sheds on the road in my local area.

If it was a like for like replacement engine it should not have sent of any Welsh alarm bells. Even if it was a change of capacity from a 1.6 to 1.8 (N/A) MX5 for example. With the donor log book available to demonstrate it was the same make and model the DVLA should have been fine about it. Unless it was a completely different engine or one from a later model where modified engine mounts would be required. Even then those mounts are widely available and you could have shown them the receipt to put an end to it.
I know of vehicles that have been scrapped because the DVLA wanted to know the ins and outs of a ducks behind. Pinto in a Ford Pop' and others. It all depends how much was involved with the conversion in relation to the Radically Altered Vehicle scheme.
I have always wanted to put a 13B in an N/A since my RX7 convertible was a bit too heavy for the rotary.

It just annoyed me, I'm self employed and I've seen pretty much every government department I deal with demand more and more paperwork and my time. When they start introducing it into my hobby I'm just not playing. I don't think they even have the legal basis to demand the evidence, an engineer's report is not evidence unless they're an expert in their field. Unless it was a completely different engine or one from a later model where modified engine mounts would be required. Even then those mounts are widely available and you could have shown them the receipt to put an end to it.
