I drove a few Mercedes that would illuminate one fog light when going round corners, Im not sure whether the fog light actually moved though, it definatley helped - my vision increased by around 0.5% easily!

I cant imagine it doing much good for the bulb life though?

I've had cornering lights, yes they do work.Not pointless but neither vital either.

Of course, the other side of the coin, driving back from Devon on the 27th when it was EXTREMELY foggy on the hills east of Bridport on the A35 (anyone who's driven that way will know EXACTLY where I mean) and I nearly rear ended a silver yaris with NO lights on in the fog, doing 15mph tops (I was only doing 25 as it really was THAT bad) and chatting away on their phone. I only saw them in time to take avoiding action because my headlights caught their rear reflector, if they hadn't then by the time I'd seen the car (especially a silver one) I couldn't have done anything.

Since (to my knowledge) EVERY car has rear fogs, when visibility is that poor why would you not use them?

I would.

However, I would not use them when:
-- although there is a little mist, I am in a queue of traffic and I can see the tail lights of the car in front quite clearly
-- I am not in a queue of traffic but, although there is some fog, I can clearly see the tail lights of cars that are half a mile ahead of me
-- although there is some fog, it's dark, which means that the tail light of the cars ahead of me are clearly visible
-- although the matrix sign says "FOG" there is, in fact, no fog

It is rare that fog is so bad that high-intensity rear lamps are needed. Why are people too stupid to reason that "I can see the tail lights of the car in front of me, therefore the driver behind me can see my tail lights, therefore I do not need to use my rear fog lights."?
