Looking at the enlarged picture on Thumbsnap's site, that looks like one of those stupid "4D" plates with the raised / embossed gel digits, that seem popular within parts of the car scene - particulary BMW's of that flavour.

Based on the front end damage on the car, my guess is that the 1's become detached / fallen off when it got pranged (as you can see the gap where the 1 was originally) - plus the plate LV15 YWZ comes back as being on a black BMW 125d M-Sport.

I guess it makes a change from the letters being picked off by kids or, more famously, the occupants of a monkey enclosure at a drive through zoo that was posted on this thread either last year or the year before

Well spotted. It took me while to work out what the number should actually be. Hence the photo, to capture the utter stupidity.
I suspect its misspaced to highlight the 007 bit.
